The ITIL v3 notion of a Configuration Management System (CMS) assumes a more federated approach to evolving CMDBs - what Enterprise Management Associates (EMA) has coined as “CMDB Systems.” To be sure, the federated model allows for greater diversity and enhanced flexibility, but it can also cause confusion among IT adopters. To combat this confusion, EMA has developed guidelines and best practices to support more effective CMDB System deployments.

HP Software has also identified several key requirements for creating an ITIL v3 CMS that supports actionable data sharing (federation) across the IT ecosystem. One of the most important and fundamental of these requirements is having a shared Service Context across IT solutions, where the relationships between IT elements are well understood in the context of the services that IT delivers.
