Will Schoeppner, Research Director, EMA

Will Schoeppner is an accomplished information technology and business operations leader with more than 25 years of experience developing, managing, and leading business operations, integrated technology, and vendor management.

Will began his career as a military counterintelligence agent in the U.S. Army, followed by the Minnesota National Guard, with numerous deployments to the Middle East and Haiti while serving with the Green Berets. He was deployed to Bosnia, Herzegovina, and South Korea. During this time, Will was responsible for criminal investigations with jurisdiction on national security crimes.

Will managed the technology services for Catholic Health Initiatives, where he was instrumental in the development of the technology and communication infrastructure, creating the organization’s infrastructure platform, security standards, and operational best practices. Additionally, he created and managed CHI’s vendor management and performance program.

Prior to joining EMA, Will led Strategy and Performance for the Governor’s Office of Information Technology as the Deputy Chief Strategy Officer. In this role, Will held responsibility for OIT’s strategy, performance, business operations, vendor management, and continuous improvement teams.

Will enjoys spending time with his family, his dogs, and fly fishing—however, he is the first to admit he’s still learning techniques of fly fishing and is always looking for tips.
